Time Out says

The National Harbor Food and Culture Festival is essentially a three-day excuse to graze, browse and stay outside for a while. More than just a food stop, the festival brings together food vendors, artisans, crafters, cultural exhibitors and specialty businesses at Tanger Outlets. The food lineup spans gourmet street food, regional specialties, sweets and craft beverages, while the marketplace adds handmade jewelry, art and other goods worth poking around for between bites. The free admission also makes it easy to drop in without committing to an entire day. With the festival running September 4 through 6, there is enough time to make an afternoon of it, especially if you're already heading to National Harbor for shopping or the waterfront. It is a straightforward pick for a low-stakes weekend outing where the main agenda is eating something good and seeing what catches your eye.
